He is probably coughing outside because of the low humidity and cold.

Inside I assume the humidity is higher, so it is easier to breath.

Also if he is inside most of the time and you let him outside a couple of times a day he is not used to the cold so that is why he coughs.

Because your dog only coughs outside and not inside, I don't think it is sick, it is just the weather.
