Sorry to hear about your dog.

I'm not a dog trainer, but I can offer a few suggestions here that might help.

You could try to crate train her.  This might make her willingness to go inside greatly decreased.

You could also make her stay outside until she defecates.

Also, sometimes anxiety problems might be causing inappropriate elimination problems.

Does your dog seems otherwise well adjusted and healthy?  If so then maybe you just need to re-train her.  The best way is to use lots of positive reinforcement when she does go outside.
